The California Energy Commission (CEC) seeks an Attorney IV position in the Chief Counsel’s Office. The Chief Counsel’s Office is a full-service law office involved in all phases of CEC activity, and attorneys have an opportunity to work directly and closely with the state’s principal energy policymakers.
This position will be located in the Advocacy and Compliance Unit. Attorneys in the Advocacy and Compliance Unit represent CEC staff that serve as an independent party in power plant license and amendment proceedings, compliance and enforcement matters, and other quasi-adjudicatory proceedings before the CEC. Attorneys’ work includes appearances before the Commission and may include appearances in other state and federal agencies, and occasionally in court. Attorneys also provide legal advice to the CEC and its staff on Public Records Act, confidentiality, and other data collection matters. The Attorney IV will conduct rigorous environmental review of clean energy development to implement recent legislation that supports rapid deployment of clean energy facilities, community benefits and good jobs. This position provides hybrid telework opportunities. Beginning July 1, 2025, employees may be required to work in-person four days per week under the Energy Commission's telework policy currently under development as required by Executive Order N-22-25 and current CalHR guidance. CEC will review requests for exemptions on a case-by-case basis, with consideration to operational needs and the benefits of in-person interaction. Teleworking is only available for employees who reside in California. You must be located in California and provide your in-state address prior to your start date. Regular and consistent attendance is essential to successful performance. Occasional travel may be required based on the needs of the division.

The successful applicant should have strong analytic and writing skills and have knowledge and experience in (1) state and federal environmental and energy law, including the California Environmental Quality Act; (2) the rules governing the conduct of administrative hearings and civil litigation; and (3) California laws governing regulatory agencies with legislative and regulatory powers and duties, including, but not limited to, the California Administrative Procedure Act.
